Cedar Fort planning commission advances general plan final draft to town council

The Cedar Fort Planning Commission voted March 5 to advance the final draft of the town’s GSBS general plan to the Town Council for review, with a request that remaining staff and commissioner comments be addressed before council consideration. Chair Kent Withers moved the recommendation; Lynnette Groff seconded the motion and the commission voted unanimously.
The commission’s review highlighted several substantive updates to the draft. Commissioners noted the addition of annexation areas and annexation-policy mapping and a written clarification that annexation planning does not guarantee annexation but is intended to support future growth planning. The plan also adds growth-strategy guidance questions and expands the water-resources section to include Cedar Fort water-rights history and priority dates, coordination with the Cedar Fort Irrigation Company, and references to existing agreements.
Planning commissioners also discussed design and mobility guidance intended to shape new development: low-speed connected neighborhood streets, improved trail and pedestrian connectivity, support for open-space and trailhead access, and landscaping recommendations that reinforce Cedar Fort’s local character. Implementation metrics were expanded to include a grant-resource matrix categorized by agency (MAG, state, federal, and private/nonprofit) and a future spreadsheet of direct links for users.
Commissioners debated whether the draft was ready for recommendation and asked for one final review by the planning commission before it proceeds to the Town Council and any budget actions. The motion forwarded the plan to council on the condition that planning staff and commissioners’ comments be adequately addressed; the commission recorded a unanimous vote in favor.
The plan’s next steps are an additional internal review by the commission and formal consideration by the Town Council, which will set any further scheduling or budget implications.
