Owasso authorities approve a TIF sign reimbursement and reject bridge bids for re-scope

Two capital and economic-development items cleared the council and related authorities.
OPWA staff presented a small-business enhancement application under the Downtown Redbud District TIF for Chloe Lee's Coffee & Bakehouse at 429 E. 2nd Ave. Under the district policy, eligible applicants may be reimbursed 50% of actual approved exterior improvement costs up to $5,000. Staff said the applicant anticipates a little over $8,000 in signage expenses; the review committee unanimously recommended approval and waived the $200 sign-permit fee. The OPWA authorized executing the enhancement agreement and payment not to exceed $5,000 for the project.
On the Bailey Ranch Golf Club project, OPGA staff recommended rejecting all bids for the bridge replacement on the back nine after bids opened and came in significantly over the $180,000 budget; the lowest bid was $308,000 and the highest $488,000. Staff will re-evaluate plans, specifications and timing before reissuing the project for bids.
Councilors approved both actions as presented.
