Owasso council approves de‑annexation of 15.07 acres in Stone Canyon PUD

Alexa Beamer, planning staff, told the council that Ordinance 1,242 (OA 25‑05) would detach about 15.07 acres located west of North 177th East Avenue and North Patriot Avenue from the city so the property can be developed in Rogers County as phase 5 of the Coves at Stone Canyon. Beamer said the parcel is currently zoned RS‑3 within the Stone Canyon PUD and was annexed in 2008; the property is isolated, has limited access and could require costly sewer extensions if left inside city limits. "Staff does believe there is no substantial benefit to having only a portion of the cove's neighborhood inside city limits," Beamer said, and noted that planning commission voted 3‑1 to recommend approval after evaluating the request against Oklahoma Statute Title 11, Chapter 1, Article 21, §21‑110.

Council members asked whether de‑annexation set a precedent and raised concerns about relinquishing land the city had previously annexed. One councilor said he generally prefers annexing land rather than removing it, noting the difficulty of annexation in modern practice. Beamer and staff responded that the de‑annexation is fact‑specific and that future cases would have to be distinguished on their facts.

The council moved to approve the ordinance. Roll call recorded votes of No from Vice Mayor Paul Loving and Councilor Balthrop, and Yes votes from Councilor Jamie Dunne, Councilor Cody Walter, and Mayor Alvin Frigier and Councilor Puiget; the ordinance carried on the council vote. The vote followed staff recommendations that the petition met applicable legal requirements. The ordinance will take effect according to the city’s standard ordinance adoption process.
