The Owasso City Council authorized staff to renew a five-year service agreement with Axon Enterprises to continue the city's police-body-camera program.
Chief Woodruff reviewed the system's history and benefits, saying the department first adopted cameras in 2011 and transitioned to Axon in 2020. He told the council Axon provided a quote for a new five-year agreement totaling $478,368, payable in five annual installments of $95,673.60. The agreement would provide service and licensing for about 80 cameras, unlimited data storage, civilian licenses for evidence processing staff, and a full camera replacement every two years.
Chief Woodruff said funding for the first installment is available in the police department's half-penny sales tax budget; subsequent payments are contingent on annual appropriation. Councilors asked about public-records rules and retention; the chief said body- and dash-camera footage is generally subject to open records requests and that staff routinely edits footage to remove restricted content (juvenile faces, medical information). He said the department typically retains footage for at least two years and longer when tied to cases.
Councilors moved to approve the authorization to renew the agreement with Axon; the motion received recorded affirmative responses and the council authorized staff to proceed with contract renewal.
