Owasso public works update: water-line relocations, road phases and facility timelines

Public Works updated the Owasso City Council on multiple capital projects and timelines, reporting ongoing utility relocation, planned construction windows and anticipated completion dates for several street and facility projects.
Roger Stevens outlined work on Garnett Road (relocating a 12-inch water line along a one-mile stretch) and described grading work stalled by weather; the contractor anticipates resuming activity as conditions allow. He said 96th Street work includes overlay and capping work with expected completion in late March 2026 for the current phase and other 96th Street phases with different schedules and funding needs. Stevens said right-of-way acquisition and a condemnation process have commenced where necessary for segments of the 106th Avenue and 96th Street improvements.
On facilities, Stevens said the Public Works administration building is expected to be complete by mid-February 2026, with interior finishing underway and plans to have staff moved in shortly thereafter. For utility infrastructure, Stevens reported a new 16-inch water transmission line has been installed and is now in service after pressure testing.
Stevens noted the Ranch Creek Trail land purchase is still anticipated to be before the council on Dec. 16 for consideration and that some projects require additional funding and staged right-of-way acquisition tied to the FY26 budget process. Councilors asked clarifying questions about condemnation payments, appraisal and jury-trial risk in eminent-domain proceedings; staff summarized the appraisal, negotiation and condemnation process and noted the city’s procedural and financial considerations.
