The Owasso City Council reviewed several planning items on Feb. 1 along with a positive revenue update.
Deannexation: Planning staff asked the council to consider a request (OA25-05) to deannex roughly 15 acres at the edge of the city that is isolated from municipal sewer and services. Staff recommended approval, noting the parcel sits on the far edge of the city's extraterritorial limits and would be costly to serve; the planning commission recommended approval 3-1 and staff reported no public comment.
Specific-use permits: Staff presented SUP25-02, an application to expand an existing auto-sales use at 10505 North Owasso Expressway to add a service center and inventory parking while reserving about 2.29 acres for a future retail or coffee-shop lot. Planning recommended approval with controls on signage, lighting and noise. The council also reviewed SUP25-03 for NeoSource, a proposed aircraft maintenance/repair support use and a 19,777 sq ft addition at 405 West 2nd Avenue; staff said landscaping, screening and platting conditions would be required and the planning commission recommended approval 4-0.
Final plat: The council reviewed a re-submission of the Fairway Villas final plat (7.76 acres, 37 lots). The prior approval had lapsed when the applicant did not record the plat within six months, and planning staff presented the new final plat for reconsideration; planning commission recommended approval 3-0.
Revenue report: Finance staff reported November sales and use tax collections were 4% over budget (sales tax 4.9% over budget and 8.3% over the prior year), and combined year-to-date receipts were 3.2% over budget.
Next steps: Most items were scheduled to return for formal council action at the regular meeting; staff will prepare required site plans, plats and ordinance language as needed.
