The Alabama Board of Pardons & Paroles met March 3, 2026, in Montgomery and considered more than two dozen parole and pardon applications, denying the majority of parole requests while granting several paroles with post-release conditions and restoring pardons or voting rights in a handful of cases. Hal Nash, Chairperson of the Alabama Board of Pardons & Paroles, and board member Gabrelle Simmons were present; Nicole Lewis served as board secretary.
Supporters and opponents spoke for individual applicants during the public portion of the docket. In several denials, the minutes record opponents from VOCAL and the Attorney General’s office (Ky'Toria Lawson and India Eaves, noted as VSO, Attorney General Office) opposing release; the board commonly set reset dates for future review when it denied parole. For example, the board denied parole for Michael E. McCarroll (AIS# 209185) and Shawn T. Sales (AIS# 207886), each with a reset date of February 2028. James K. Shaver (AIS# 319874) was denied parole with no reset date recorded.
The board granted parole in multiple cases subject to specific conditions. Brandon Davis (AIS# 293077) was granted parole with a special condition requiring an Approved Home Plan and placement by Redemption Earned. Ashley M. Cox (AIS# 274973) was granted parole conditioned on completion of an Approved Halfway House, at least weekly NA/AA attendance, a GPS ankle monitor, and mental-health and drug-assessment follow-up upon release. Vantwain L. Stokes (AIS# 213129) was approved contingent on completion of Commercial Driver License (CDL) training in addition to halfway-house placement and monitoring. Several grants required completion of county reentry programs such as the Perry County Probation/Parole Reentry Education Program (PREP) or the CORE Program, plus GPS monitoring and follow-up services.
The board also acted on pardon petitions. Amos D. Carthage Jr. (AIS# 316635) received a pardon that provided specified relief from habitual-offender enhancements and from firearms disabilities (as recorded in the minutes). Adena M. Hargrove (AIS# 823027) received a full pardon restoring civil and political rights but with a restriction related to firearms disabilities; Emily N. Sellers (AIS# 295007) received a full pardon restoring all civil and political rights. Other pardon applications were denied, including those of Clarence L. Quaites (AIS# 827980) and Tommy R. Garner II (AIS# 828052).
