Belmar’s mayor and council introduced a package of housing- and zoning-related ordinances for first reading during the workshop. The measures include Ordinance 2025-10 (mandatory affordable-housing set-aside), Ordinance 2025-11 (a new overlay zoning district that would require a 20% affordable set-aside for mixed-use developments of five or more units), Ordinance 2025-12 (creating an affordable-housing zoning district) and Ordinance 2025-13 (approving an application for a long-term tax exemption and authorizing a financial agreement).
A staff member flagged a series of textual amendments and told the council they would circulate revised ordinance language. The staff member noted specific references to state administrative code language — for example, citations to UHAC provisions — and said the amendments will be drafted to ensure consistency across the borough code. "So we'll make that amendment and send that to you as well," the staff member said when describing a set-aside change tied to unit counts.
Councilors discussed a 5-unit threshold for triggering mandatory set-asides for mixed-use developments and whether two- or three-bedroom unit requirements are consistent with UHAC. Staff confirmed the 5-unit threshold follows statewide guidance and that set-aside sizing will be made consistent across related ordinances.
All ordinances were offered for first reading and introduction; councilors indicated further public hearings and comment opportunities will be held before final adoption.
