Committee advances fallback checkoff bill for soy and pork; industry backs refund provisions

Senate Bill 55, described by the sponsor as a fallback to ensure continuity for soybean and pork market-development programs if federal checkoffs end, was advanced by the House Agriculture Committee after industry testimony and a recorded committee vote.
Senator Leising said the bill would become operative only if federal support ceased and that it is intended to mirror federal statutory constructs so that state programs could step in if necessary. "It just really puts in language what is already in place under federal law only would kick in if the federal government would stop their existing grama," she said.
Josh Trenary (Indiana Pork) told the committee much of the bill restates federal language specific to pork and soy to align board composition and spending rules; he emphasized that funds under a checkoff are voluntarily contributed for market-development and policy work. Sarah Simpson (Indiana Soybean Alliance / Indiana Corn Growers Association) confirmed the measure includes a refund provision that would let producers request refunds similar to the corn checkoff law.
Several industry representatives, including agribusiness and commodity groups, supported SB55 as a contingency measure to protect market-development activities. The committee voted to report SB55 out of committee (recorded as 9–0).
