Representative Pierce told the committee the measure implements 21 non‑substantive corrections identified by the Code Revision Committee and “can only make technical corrections” that do not change the substance of the law.
The bill, Pierce said, follows a four‑part test used by the Code Revision Committee to ensure corrections are clear, have only one way of being fixed and do not create substantive change. Chairman Jeter said the committee was accustomed to moving such bills quickly; the roll call showed a 10–0 tally and the chair said votes would be held open to accommodate members attending other meetings.
The committee did not debate policy changes because, as the sponsor emphasized, the bill’s scope is limited to clerical and technical fixes. The measure will be sent to the Senate for further consideration.
