PCZR25-0004 (24050 West 9 Mile Road): Owner Waleed Asta requested conditional rezoning from I‑1 to B‑3 to open a medical office and a 24/7 laundromat. He said all washers would be front loaders, the site would have 24/7 recorded cameras and daytime attendants, and the business offers a cashless app plus coin options. Council questioned signage, crime-prevention review and coin handling; planning staff said the fire marshal and crime-prevention units review security plans. Council approved the conditional rezoning.
PZR26-0001 (16500 Lincoln Drive): Petitioners sought to conditionally rezone an R‑2 property to ERO (Education Research Office) to allow a private school with dormitories. Applicant Ari Kastodes said the school is small (currently 12 students, expected 24 next year) and estimated the first-phase dorm capacity at about 32 beds; the petitioner emphasized dorms will house existing students, not add new students. Residents raised traffic and notice concerns; planning staff said legal notice goes to properties within 300 feet (the city traditionally notifies 350 feet) and the building department must approve permits for overnight occupancy. Council approved the conditional rezoning with conditions.
Each approval was moved, seconded and adopted by council vote; staff said follow-up items include site-plan review, engineering and building-permit approvals where required.
