The Planning Commission voted March 25 to recommend approval of PSP26‑0003, a site‑plan application to reconstruct the Plum Hollow Market at 21969 West 9 Mile. Planner (speaker 9) said the proposed design improves accessibility and public frontage, adds a new pedestrian connection and crosswalk, and includes landscape buffers to screen adjacent properties.
Petitioner David Yon (speaker 16) and A and M Consultants’ representative Adnan Alsati (speaker 8) described the replacement market layout, elevations and landscaping. Yon said he expects to rehire many former employees and estimated the store will need roughly 12–18 employees depending on operational needs. The applicant indicated business hours would be daily and stated an expected opening timeline of several months after approvals (applicant estimated roughly 6–8 months from final approvals, subject to permit/waiver outcomes).
Staff noted the project will require zoning‑board of appeals waivers for front, side and rear setbacks (front yard required 31.8 ft, 0 proposed; side yard 20.5 ft required, 5 ft proposed; rear 15 ft required, 5 ft proposed). Planner and commissioners emphasized those waivers must be obtained from the ZBA before the applicant may commence construction; staff also noted the project is otherwise consistent with B‑3 zoning and the master plan and recommended approval subject to the listed conditions including implementation of Police Department site‑security recommendations and compliance with all codes.
Commissioners praised the façade improvements and said the proposal is an improvement over the prior building that was demolished after a fire. After motion and second, the commission voted unanimously to recommend the site plan to city council with the condition that the applicant pursue the required waivers and finalize the revised plan set for permits.
