Senator Mark McConkie and Rick Hyland, an Albany selectman and Carroll County Communications District representative, said outside audit costs can be burdensome for small, non‑taxing districts that rely largely on donations and grants. They asked for thresholds mirroring nonprofit audit exemptions; witnesses proposed caps or adjustments. Committee members pressed for accountability and recommended a lower threshold than the sponsor suggested.
Remote testimony showed a small majority in support and one opposed; the committee closed the public hearing after technical questions about thresholds and oversight.
