Altoona approves $1.63 million low bid for 9th Street NE reconstruction

The Altoona City Council approved plans, authorized the contract and awarded the 9th Street NE Reconstruction & Widening Phase 2B project after a public hearing on April 21.
City Engineer John Dostart said the phase widens the road from two lanes to three. "On April 8, 2025, twelve bids were received with the low bid of $1,626,793.00 received from Sternquist Construction," Dostart said. The council held the hearing at 6:37 p.m.; no members of the public spoke.
Councilmember Dunwoody moved approval of the contract and award subject to review by the City Attorney. The council approved the plans, contract and award by roll call votes recorded as 4-0. The award is contingent on legal review and bond approval by the City Attorney before execution.
The project’s low bid and the plan to widen 9th Street were the central items of discussion; no substantive debate or amendments were recorded at the meeting.
