Florence council approves Circle K liquor recommendation, SWAT IGA and aquatic center turf amendment

At its April 7 meeting, the Florence Town Council approved several routine and contract items, including a liquor‑license recommendation, an intergovernmental agreement for regional SWAT participation, and a contract amendment for synthetic turf at the town aquatic center.
Trish Buchanan (town clerk) presented a Series 9 liquor‑store application filed Feb. 20 for a proposed Circle K at 2550 North Pinal Parkway; no public comments were received and council voted to recommend approval to the Arizona Department of Liquor Licenses and Control.
Chief Matthew Thomas outlined an intergovernmental agreement with Pinal County that allows town participation in the regional Special Weapons and Tactics (SWAT) team; he said consumables for call‑outs are budgeted for in the upcoming fiscal year. Council approved the IGA by resolution.
Jay Rod reviewed a cooperative Sourcewell purchase contract with Paradise Greens & Turf to install roughly 11,000 square feet of artificial turf at the aquatic center. Change orders addressed gopher mitigation (wire mesh) and a supply‑driven upgrade to a thicker, more UV‑resistant turf. Council approved contract amendment #1, increasing the total contract amount to the figure recorded in the motion.
The consent agenda (items a–e) was also approved without pull requests.
