Town staff proposes permit and fee revisions, flags underpriced water-connection fee

Bart Smith said the town's permit applications would be reorganized to better align with project categories. He identified several parts of the Land Use Code that should be updated and said the town needs to add clearer language to implement Dark Skies regulations. Smith reviewed the town's current fee schedule and flagged the water-service-connection fee, which is currently set at $2,300, as substantially lower than typical installation costs. Smith said an estimated standard installation costs about $6,610, and if a road cut and a hot tap are necessary the cost could rise to around $12,041. He recommended consolidating permit fees into a single resolution, as is common practice in other municipalities.
Council did not vote on fee changes at the March 3 meeting. Staff will prepare proposed ordinance language and a consolidated fee resolution for council review at a future meeting.
