Council flags solid-waste policy for review after discovery town pays for several multi-family units

Town Manager Brock Hall told the Council staff discovered the Town has been paying for curbside trash service at several duplexes and at least two apartment complexes. The Hebron Church Road complex was highlighted; staff could not find documentation explaining why the town had added it to the GFL account and estimated the cost at roughly $150 per month or about $1,800 annually for approximately 15 cans.
Councilors debated the policy distinction: duplexes are often treated like single-family residential units in zoning practice, while apartment complexes are typically considered commercial properties where the owner or landlord would provide dumpster service. Councilor Berkley Alcorn suggested using the May 1 vendor switch (to North Davidson Garbage) as the effective date to refuse adding new apartment complexes to town-paid service and to notify property owners of changes. Mayor John Byrum urged caution about removing existing services because of likely negative public reaction. The Council agreed to add the issue to the next regular meeting agenda after staff locates the 2008 minutes and consults North Davidson Garbage about typical contract practice.
