Council reviews key edits to Core Commercial Overlay District draft, directs further refinement
Summary
Council members reviewed attorney-recommended changes to the CCOD draft—tightening the 'minor alteration' definition, shifting final approval authority to Council, reducing site approval lapse from two years to one, correcting graphics, and clarifying screening and material standards—and asked staff and counsel to refine language before Planning Board review and a public hearing.

Town Manager Brock Hall summarized the most recent draft of the Core Commercial Overlay District ordinance and identified multiple substantive edits recommended after review with the town attorney.
Key changes discussed included clarifying the definition of "minor alterations" to reduce discretionary ambiguity and shifting final approval authority for CCOD matters from the Planning Board to the Town Council while retaining the Planning Board in an advisory role. Council also discussed reducing the automatic expiration period for site-development approval from two years to one year if no work has been done, noting the one-year period is more typical in land-use practice. Graphics in the draft will be corrected or removed where unclear; screening requirements were clarified to exempt wooded property lines that already provide equal or greater natural screening; and architectural-material standards were tightened to prefer kiln-fired brick over thin veneer products while allowing case-by-case exceptions.
Council's consensus was to have Town Manager Hall work with Town Attorney Jim Lanik (and potentially County Planning) to refine the ordinance language and corrected graphics, return the revisions to the Planning Board for review of substantive changes, and then place the item before Council for a public hearing.
