The Village Board voted on Jan. 13 to direct staff to prepare an annexation ordinance for three contiguous parcels at Normandy Court (parcels 1, 12 and 8 S 255) and separately approved the plan commission’s recommendations to rezone the parcels to R‑3 upon annexation.
Janine, representing planning staff, told the board the nine-parcel cul‑de‑sac includes three petitioning parcels that do not meet R‑1 lot-size or frontage requirements and that the plan commission had unanimously recommended approval of rezoning upon annexation. She noted staff received a written public comment objecting to the annexation and that the petitioners and Plan Commissioner Stratus were present to answer questions.
Several Normandy Court residents spoke at the meeting. Mark Stednitz, who helped develop Normandy Court in the early 2000s, said he opposed any forced annexation and asked who would pay to extend a water main if properties sought Lake Michigan water. Janine and other staff answered that any water‑main extension would be at the property owners’ expense and that the village would inspect work but would not fund an extension in full. Resident Shaila Kareem objected to partial annexation of the cul‑de‑sac and warned that patchwork annexation could lead to future pressure to annex the whole street.
Property owner Mohammed Rashad said his parcels are contiguous to already annexed lots and that he had invited other neighbors to join; he said those neighbors declined. Planning staff also confirmed work and maintenance coordination with Downers Grove Township for plowing and maintenance and said resurfacing would be handled by a cost‑share if full resurfacing were required.
After discussion trustees directed staff to prepare an ordinance to effect annexation; the motion passed by roll call (6–0). The board then approved the plan commission’s rezoning recommendations (each motion passed 6–0), and several trustees welcomed the new residents.
No water‑main extensions were authorized at this meeting; staff repeatedly told the audience any such extension would be at the petitioners’ expense and subject to technical specifications and inspection.
