Summary
The council approved the consent calendar 5-0; city manager Ed updated members on a state notice of violation related to the housing element and said staff plans an urgency ordinance adoption on April 20 to meet HCD timelines and make the housing element effective in June 2026.
The Montclair City Council adopted the consent calendar by voice vote, with Councilmember Lopez moving adoption and Councilmember Roux seconding; the motion carried 5-0.
During communications, City Manager Ed told the council that the state issued a notice of violation related to the city's housing element (a plan the city has revised several times in consultation with the state Housing and Community Development Department, HCD). Ed said staff will present an urgency ordinance to the council on April 20 and that the ordinance is expected to become effective in June 2026 after required adoption steps, a timeline HCD has accepted in preliminary discussions.
Ed also referenced a recent court decision (described in the meeting as the "Redondo Beach" case) and explained that staff incorporated overlay zoning elements tied to the general-plan update and that HCD has been working with the city on amendments. Ed said staff will meet HCD to confirm the schedule and return an agenda item to the council at the stated timeline.
The council also scheduled a preliminary FY 2026–27 budget workshop for June 25 (with a possible June 29 follow-up) and announced commission-application deadlines for seats expiring June 30.
