Summary
At its April 7 meeting, Torrington’s council approved proclamations for National Service Recognition Day and Arbor Day, designated voting delegates for the WAM summer convention, approved a WAPA SLCA scheduling/accounting/billing contract, waived the nepotism policy for seasonal pool hires for a year, and approved city bills.
The Torrington City Council’s April 7 meeting included a series of routine but substantive administrative actions.
The council approved a proclamation designating April 21, 2026 as National Service Recognition Day and another proclaiming April 24 as Arbor Day, with Dennis Estes describing Tree City USA activities and fourth‑grade planting plans. The mayor said he will sign both proclamations.
Council appointed Mayor Herb Dobie as the official voting delegate and Clerk Treasurer Sylvia Anaya as alternate for the Wyoming Association of Municipalities summer convention business meeting on June 4, 2026; the motion passed unanimously.
Clerk Treasurer Lynette Strecker presented a WAPA SLCA scheduling, accounting and billing procedures contract; staff said MEAN (the city’s wholesale power administrator) reviewed and approved the contract and the city attorney saw no objection. Council approved signing the contract.
The council also waived the nepotism policy for seasonal swimming pool employees for one year so a previously approved hire involving relatives can proceed, and it approved city bills for March 18–April 7, 2026 after routine questions about cemetery lot sellbacks and the North Platte Irrigation and Ditch project.
In public comment, Dennis Estes provided a detailed pool update (new heater and filter, eight new security cameras, and progress on lifeguard hiring) and Fire Chief Luis Correa summarized several recent emergency responses and noted a stage 1 countywide fire ban begins tomorrow at 8 a.m.
Mayor Dobie adjourned the meeting after no further public comment.
