The Dover City Council voted unanimously to reprogram savings from completed reconstruction projects to support design and pre-construction work on two upcoming street projects.
Council approved a resolution to move unexpended bond proceeds from the 5th & Grove Street Reconstruction Project to the Horn Street Reconstruction Project to fund design and prepare it for bidding. City staff said the 5th & Grove work is effectively complete and came in under budget, leaving funds available for reallocation.
A second resolution redirected savings from the Elm/Summer & Belknap Street Reconstruction Project to the Lower Central Avenue Reconstruction Project, again to support design and bid preparation. City manager described both reallocations as standard municipal practice when completed work yields savings; both motions passed on roll-call votes 9–0.
Councilors asked few substantive questions; staff said the funds will be used to advance design and bidding so construction can proceed in a future season.
