The Dover City Council approved the FY27 Community Development Block Grant (CDBG) action plan and associated expenditures following a staff presentation and questions from council members. Dave Carpenter, the city’s community development planner, explained program rules and staff recommendations.
Carpenter said applicants are sometimes advised to request the full cost of programs so reviewers can understand the true cost of service delivery, even though available funds are limited. He noted the public‑services category is capped at 15% of the CDBG funding pool, and general administration costs are capped at 20%. To preserve flexibility, staff recommended token $1,000 allocations for some activities so the council can legally reallocate funds later if a fully funded project fails to proceed.
Carpenter described a proposal to fund barrier‑removal activities (ADA-related improvements) as a program rather than a single discrete project; that approach provides flexibility to respond to multiple individual requests for accessibility upgrades over the program year. Councilors asked for clarification on how planning and administrative time is accounted for and how awards are prioritized; staff explained environmental reviews and site visits are charged to a specific approved activity rather than to general administration.
After discussion and a roll‑call vote, the council approved the action plan and expenditures (roll-call vote recorded 9 yes). Staff said the planning board’s recommendations are included in the resolution and that award details will be administered through the city’s established CDBG processes.
