Spokane International Airport staff briefed the council on a proposed land purchase adjacent to Runway 321 that the airport says is important to preserve airport compatibility and noise contours.
Rob Schultz, speaking for the airport, said the parcel is about 5.39 acres, was independently appraised at roughly $460,000 (about $1.96 per square foot), and contains no habitable structures. Schultz said the parcel falls within airport compatibility zone 2, which the airport treats as higher risk for aircraft operations and therefore a priority for acquisition.
Staff identified a water-well easement on the property. To avoid a long-term airport maintenance obligation, airport negotiators agreed to convey the well easement to an adjoining owner; in return the asking price was reduced by $5,000 and the airport secured a right of first refusal should the adjoining owner later sell the parcel.
Schultz also described longer-term land needs tied to future runway planning and the airport’s rail/truck transload facilities. Council did not take a final vote on acquisition at the agenda-setting meeting; staff said they had presented the same material recently to the PIECE committee and invited council questions.
