Boulder Urban Renewal Authority opens applications for expanded board, seeking planning and finance expertise

The Boulder Urban Renewal Authority opened recruitment for up to 13 commissioners and outlined a timeline for appointments on Dec. 18.

"Applications are open until, January 25," said Jennifer, who described an optional open house planned for Jan. 5 and said interviews are scheduled for early February, with appointments expected around March 5 by City Council (the mayor makes certain appointments). Board members and staff encouraged outreach to partners and local networks to recruit candidates.

Officials clarified eligibility and conflict-of-interest rules: applicants need not be city residents but must have a tie to Boulder — for example, working in the city or owning property there. Jennifer said that applicants who own property within an urban renewal area must disclose that interest and may need to recuse themselves from related votes.

Board members discussed the Authority's prospective role. "We will be looking at some specific areas for potential urban renewal in 2026," a board member said, framing the board's role as supporting economic development across Boulder. Staff advised that the Authority should adopt bylaws to establish regular meeting times rather than relying on ad-hoc scheduling; meetings could be daytime or evening depending on board preference.

Members said they sought candidates with backgrounds in urban planning, urban design, economic development, public finance or investment to strengthen the Authority's capacity. Jennifer said she would verify that the application link was included in her recruitment email and would circulate a forwardable version for outreach.

Next steps: an optional open house in early January, applications due Jan. 25, interviews in early February, and appointments by City Council in March.
