DuPage County zoning board recommends denying Synab Properties’ 5-unit planned development

DuPage County Zoning Board of Appeals Chairman Cardwell on April 2 called the board to order and, after public business and approval of minutes, led consideration of Synab Properties LLC’s request for a conditional use to allow a planned development of five dwelling units (four newly constructed attached units and one existing unit).
Member Schultz moved to deny the application, saying the board "didn't feel that all of the LaSalle standards were vetted" and that there was "not sufficient evidence for all of those," an objection echoed by other members.
A board member identified in the transcript as Dennis argued the proposed townhome design "is compatible with the existing residential character, and it is not," adding that the buildings would "look like a sore thumb sticking out in that area" and that the applicant had not demonstrated sufficient information about land, drainage and septic systems.
Chairman Cardwell and other members agreed, saying that when balancing the interests of the property owner, developer and neighbors the proposal failed to meet the board’s expectations. Cardwell characterized bringing the case as a conditional-use request for a planned unit development as "a bit of a stretch," saying it was "arguably a rezoning, certainly a variation advanced for economic interest." Board members said they did not support approval.
The clerk conducted a roll-call vote on the motion to deny. Members Schultz, Moran, Girard, Ramach and Chairman Cardwell each voted aye, and the motion passed 5–0. The board will forward a recommendation to the DuPage County Development Committee recommending denial of the conditional-use request.
The board approved prior meeting minutes earlier in the session and adjourned with no further business.
