The Dover City Council voted 6‑1 on Oct. 22, 2025 to approve a Tri‑City agreement with Strafford County, Somersworth and Rochester to pursue development, construction and operation of a countywide seasonal warming center on county property.
Supporters told the council the center would save lives and provide connections to services. "A warming shelter can provide care, connection to resources, a warm meal, hope, and dignity," said Ellie Mason, a Dover resident who said she works with employers supporting employees in recovery. Matt Gerting, mayor of Somersworth, described the Tri‑City model and said the new facility will include bathrooms, showers, a kitchen and space for service providers.
