City attorney Mark Bybee and staff explained procedural options after late changes to the ordinances were submitted. Bybee said the city could take testimony now but that it may be more appropriate to continue so affected parties can appear at the next meeting. The council agreed to continue the hearings to 04/21/2026 by motion and unanimous voice vote.
The council also tabled related business and ordinance items to the April 21 meeting to allow staff to incorporate the late changes and for interested parties to attend the continued hearing.
