Kewanee council approves fiscal-year appropriations ordinance

The Kewanee City Council on Sept. 22 approved an ordinance establishing appropriations for the fiscal year beginning May 1, 2025, and ending April 30, 2026.
At a statutorily required public hearing, resident Joel Hasse said the appropriations hearing is normally held in the fiscal year’s first quarter and that he did not see the notice published. Finance Director James Webb said the budget had been approved later than usual, that the later schedule caused the difference in timing and that notices were posted at City Hall, on the city website and in the Quad City Times.
Councilmember Colomer moved to approve Bill 25-87 and Councilmember Baker seconded. There was no further discussion and the motion passed 5-0.
The ordinance sets the maximum line-item expenditures for the coming fiscal year; specific line-item amounts were presented to the council as part of the fiscal documents. The council’s action completes the statutory hearing requirement for appropriations and allows the city to proceed under the approved budget limits for fiscal 2025–26.
The council took the appropriation vote during its regular meeting and then continued with other agenda business. The meeting later adjourned to closed session for personnel, real estate and litigation matters.
