Torrance Unified board approves four MOUs with teachers association clarifying pay and temporary assignments

The Torrance Unified School District Board of Education approved four memoranda of understanding negotiated with the Torrance Teachers Association (TTA) that district staff said correct previously applied salary increases, resolve a pay-classification issue dating to 2005, and formalize procedures for temporary increases to teacher full-time-equivalent assignments (commonly referenced as "1.6" assignments).

A district presenter told the board the package includes: a correction to how a 5% salary increase was applied to certain hours worked by TTA members; a resolution to a long-standing salary classification confusion that lacked a standard compensation mechanism; an agreement clarifying temporary 1.6 assignments so they are understood as temporary positions (not permanent changes in classification) and that such assignments' leave accruals are handled consistently; and a related contract for temporary FTE adjustments.

Board members took a consolidated motion to approve items 11.4–11.7 as presented; the motion was seconded and the board voted in favor. No amendments or roll-call vote-by-name were recorded in the public transcript; the approval was presented as a unified set of negotiated agreements.

Carlos Anwatter, president of the Torrance Teachers Association, attended and introduced himself earlier in the meeting and told trustees he looked forward to collaborating with the board on these MOUs.

District staff noted the MOUs were collective‑bargaining outcomes meant to correct past practice and provide clarity going forward. The board moved on to other business after the vote.
