The City Council unanimously approved first reading of Ordinance 11-44 on April 7, adopting a package of periodic amendments to Titles 17 and 19 of Medical Lake's municipal code affecting zoning districts, conditional uses and measurements.
Staff explained several notable changes: the accessory dwelling unit (ADU) definition was revised to align with the state requirement that ADUs be allowed up to 1,000 square feet and up to 24 feet in height; accessory building rules were adjusted to allow accessory structures up to 17% of lot area and up to 24 feet tall (to give small-home owners larger garage/shop options); and proposed cottage-housing standards were shown in example site plans to illustrate common-area design and parking configurations. Staff also removed an older 24-foot minimum width/800-square-foot minimum primary-residence rule in favor of façade/entrance standards in some sections.
Senior planner Lisa Rodriguez (staff presenter) told council the planning commission had unanimously recommended approval of the amendments with modifications and staff had adjusted code text after outreach with Commerce to ensure consistency with state ADU definitions. Rodriguez said the new rules are intended to increase flexibility for small-lot homeowners while maintaining neighborhood design standards.
Council opened a public hearing and accepted testimony; after questions and discussion the council moved and seconded to approve the ordinance on first reading. Staff said some code sections were written to accommodate future clarifications and that additional draft language will return to council where necessary.
The ordinance moves forward as the city proceeds through its periodic update process; second reading or final adoption will follow the city's normal ordinance timetable.
