Garner's Town Council voted April 7 to approve a tier-1 conditional rezoning for roughly 2.4 acres along Lawndale Street, adopting ordinance No. 20265381 after a presentation by town planner Jamia Ryans.
The applicant, represented by Brett Mangum for Woods Holding LLC, requested KCZ25003 to rezone three parcels (925, 981 and 1007 Lawndale) from R-2/R-4 to R-4 conditional. Planner Jamia Ryans told council the applicant narrowed permitted uses to detached single-family residences and supplied architectural conditions for porch sizes and frontage character. Staff found the request generally consistent with the town's growth framework; the planning commission previously held a public hearing and recommended approval.
Neighbors had earlier raised concerns about drainage, traffic and density. Ryans said staff compared the proposed density to nearby single-family lots and concluded the increase was slight and not likely to materially change neighborhood character; she added that detailed stormwater and flood-management reviews would occur during site-plan review. Council members discussed the tier-1 approach and the value of narrowing permitted uses to provide clarity to neighbors.
A council member moved to accept the planning commission's written consistency statement and adopt the ordinance approving KCZ25003; after a second and brief council remarks the motion passed by unanimous voice vote. The council directed staff to continue coordinating site-plan reviews, stormwater compliance and community outreach as project plans advance.
Next steps: If the developer proceeds, site plans and stormwater controls will undergo staff review to ensure detention, buffer and flood-management measures meet UDO and state requirements.
