The Goodhue County Board of Commissioners approved amendments to the county park board bylaws designed to modernize membership and meeting practices, Jennifer Ziemer, special projects coordinator, told the board.
Ziemer said a three‑member subcommittee reviewed the 2008 bylaws and proposed both minor wording changes and structural updates, including moving the park board to quarterly meetings and following Robert's Rules of Order. The amendments would allow elected city officials to serve on the park board in addition to elected township officials and would broaden two recreational group seats—previously tied to specific trail organizations—to instead allow representatives from community organizations. "We tasked a subcommittee of three park board members to review the bylaws as they were adopted in 2008," Ziemer said.
Ziemer told commissioners the park board approved the amendments at its March 25 meeting and is recommending county board approval. The changes also propose a permanent Cannon Valley Trail representative because Goodhue County owns land for the Cannon Valley Trail and the joint powers board relationship makes a permanent position appropriate, Ziemer said.
Commissioner Anderson moved to approve the bylaws as presented; the motion was seconded and carried by voice vote.
The board did not attach additional conditions. Staff said the changes aim to make appointments easier and to reflect current meeting practices and board operations.
