Summary
The board approved an interim-use permit allowing Jones Ford Campground LLC to operate a 45-site campground on a former aggregate mine in South Bend Township, removing a prior condition that required an updated traffic-impact study after county staff reviewed a third-party analysis.
The Blue Earth County Board on April 7 voted to approve PC0826, an interim-use permit for Jones Ford Campground LLC to operate a 45-site campground on a former aggregate mine in Section 27 of South Bend Township.
Scott Salisbury, land use planner with Property & Environmental Resources, told the board the Planning Commission had unanimously recommended approval with conditions. Staff presented a review by Bolton and Mink of the applicant's voluntary traffic impact study; the review found trip-generation assumptions came from the Institute of Transportation Engineers' Trip Generation Manual and noted the study used transient-site assumptions rather than long-term-site assumptions and conservatively assumed a high proportion of heavy-vehicle trips. After the review, County Engineer Ryan Tillich advised removing the previous condition requiring an update to the traffic impact study; staff revised the draft resolution accordingly. Commissioner S7 moved to approve the resolution and the motion passed by voice vote.
The board recorded no public opposition at the Planning Commission hearing, and commissioners who spoke thanked staff for their work. The approved resolution reflects the Planning Commission's findings and conditions with the traffic-study condition removed per staff and engineer recommendation.
