Commission approves roughly $8.9 million package to rebuild Cantrell Dam

City Manager Whitehead told the commission an engineering study is complete and the city has been offered a funding package to build the project. "The study has been complete, and then the city was funded," Whitehead said during his presentation, describing a total funding amount reported at the meeting as $8,899,000 composed of a large grant portion, a loan and a local match.
The nut graf: Commission action clears the way for procurement and construction on a dam that was identified for reconstruction after flood-related damage. Whitehead said the Sierra County Flood Commission has committed $400,000 toward the city's match and the city plans to fund the remainder through its streets program and potential in-kind contributions.
In discussion the manager laid out the funding split that was read into the record: a major grant component, a loan component of approximately $809,000 and a match contribution that together bring the package to the total figure discussed. Whitehead said the first contracts and bid documents are ready and that staff will return signatures to the funding agency so the project can go to bid.
A motion to approve resolution 26-2526 (WPF-6621), accepting the loan/grant documents and authorizing the mayor or city manager to execute documents, was made, seconded and approved on a roll call that recorded "aye" votes from Destiny Mitchell, Mary Jo Paul, Engel Hotner and Amanda Forster. The commission carried the motion unanimously.
The commission also discussed next steps: completing any necessary easements and coordinating with partner agencies before advertising for bids. Whitehead estimated the engineering and contracting steps were complete and said the project is ready to proceed once final loan paperwork is returned.
The resolution authorizes execution of the loan/grant documents; staff said they will return with procurement steps and a construction timeline as details are finalized.
