Adelanto manager reports water‑main work, town‑center progress; council appoints Terry Delgado to planning commission

Adelanto — At its Feb. 26 meeting, the Adelanto City Council heard project updates from City Manager Jesse Flores and approved a planning commission appointment.
Flores told the council the city remains on schedule to connect a two‑mile, 18‑inch water main to the existing main at the intersection of Air Expressway and Adelanto Road. "This involves the installation of 2 miles of the new 18 inch water line, which is expected to be fully constructed by the second week of next month," Flores said. After that work the city will install fire hydrants and perform required hydraulic and bacteriological testing and flushing.
Flores also described development activity at Desert Bluff (an 18‑unit housing tract, with underground utilities and grading expected by May and vertical construction to follow in June), and progress at the Adelanto Town Center at Mohave and Highway 395, where staff said one building with four suites is planned and that one suite will be occupied by a well‑known national coffee chain. An adjacent McDonald's is expected to begin site work in April and to open by November, Flores said.
The council unanimously supported the mayor's nomination of former planning commissioner Terry Delgado to the planning commission. Council members praised Delgado for long‑standing community service and volunteer work; Councilor Mesa called him "a local legend" and Councilwoman Evans said residents would benefit from his steady leadership.
Councilmembers also discussed parks items: Mayor Pro Tem Ramos requested a future agenda item about adding 'no smoking' or 'no cannabis smoking' signage to city parks, and he and other council members flagged a California Department of Parks and Recreation Land and Water Conservation Fund grant as a possible funding source for park upgrades that include water elements and splash pads.
What happens next: Staff will continue with the infrastructure schedules described by the city manager and will provide follow‑up on park grant opportunities. Terry Delgado will be seated as a planning commissioner following standard appointment procedures.
