Planner Christian Espinosa told the commission that staff’s recommendation—adopt the initial study and the mitigated negative declaration and approve Resolution P25-3 along with Location and Development Plan 24-03, Conditional Use Permit 24-05 and tentative parcel map 20841—was based on findings and subject to the conditions of approval. "Staff recommends that planning commission adopt the initial study and an indicated negative declaration and adopt Resolution P25-3 and approve Location Development Plan 24-03, Conditional Use Permit 24-05, and Tentative Parcel Map 20841," Espinosa said.
