Commission approves annexation, comp-plan amendment and rezoning for ~6.13 acres on Tuscawilla Road

The Winter Springs City Commission held a consolidated public hearing and approved first readings on ordinances to annex three parcels totaling approximately 6.13 gross acres, amend the future land use map, and rezone the property to Town Center transect standards.

The ordinance text presented said the annexation concerns three parcels owned by Ryan Chee and Thomas Landers, and Adam L. Scott (addresses cited in the ordinance packet). The companion comprehensive-plan amendment would change the parcels’ designation from Seminole County medium-density residential to the city’s Town Center future land use; the rezoning ordinance would move the parcels from county agricultural (A-1) to the city’s Town Center Transect 4.

The commission consolidated readings of the three related items and opened public input; no members of the public spoke. Commissioner Victoria Bruce, who said she had voted “no” at a prior meeting, explained her changed position after discussing the project with area residents and observing nearby new construction. “I voted no because of…annexing this from Seminole County. After further discussion with lots of residents… I’m excited,” she said.

With no public opposition and the applicant having entered a pre-annexation and redevelopment agreement with the city in February, the commission voted to approve the annexation and the companion comprehensive-plan and rezoning ordinances on first reading; votes were unanimous.

The ordinances were read by title and scheduled per first-reading procedures; the record shows required notices to the county and advertised hearings were completed as stated in the ordinance summaries.
