Carmel Unified board adopts updated governance handbook with student representative signature requirement

The Carmel Unified School District board voted to adopt an updated governance handbook intended to clarify roles, decision-making protocols and standards of conduct for the board and superintendent. Board President Matt Glazer framed the handbook as strengthening governance mindset, culture and infrastructure.
Trustee Sarah Hines moved to approve the handbook as presented with an amendment to include the student board representative’s signature; the amendment was seconded and approved. "Our handbook reinforces that we govern as a body — authority rests with the board as a whole, not individual members," Glazer said during the presentation. Trustees discussed the handbook’s development process and acknowledged multiple years of work and several contributing board members.
The board conducted a roll call vote and approved the amended governance handbook. Trustees said the inclusion of the student representative’s signature affirms that the handbook centers student voice and clarifies the student role moving forward. The motion carried with an affirmative vote from the full board.
