City staff said Georgia Power and AT&T utility relocations delayed completion of the Roswell Road Streetscapes project; the council approved a 200‑day extension and a $6,500 change order to the contractor's contract to allow completion of restoration work.
Sandy Springs City Council on April 7 approved change order No. 2 for the CDBG Roswell Road Streetscapes contract, adding 200 calendar days to the contractor’s performance period and $6,500 to the contract price to accommodate extended utility relocations and restoration work.
Public Works Director Marty Martin told the council Georgia Power and AT&T relocations and associated right‑of‑way and permit issues delayed the project. "With this additional 200 days that are requested here tonight, AT&T will ultimately be able to move their facilities out of the way, Georgia Power then pull the empty utility poles, and Acceler Construction… can go in and put in the last bits of streetscape to make this facility complete and usable," Martin said.
Martin said the city previously approved a 90‑day extension in August 2025 but additional relocation work remained. Councilmembers asked how the streetscape work related to a separate GDOT scoping study for the 285–Roswell Road interchange; Martin said the GDOT project is still being refined and that the streetscape work is largely independent and nearly finished where poles remain.
The council approved the change order by voice vote with no recorded opposition. The council and staff emphasized the extension is intended to allow utilities to complete necessary relocations so final curbs, sidewalks and lighting can be installed safely.
