Leawood staff: owners plan to raise monopine to add a wireless carrier; city will vet permitting and wildlife concerns

The City Administrator briefed the Leawood governing body on April 6 about plans by a monopine owner to raise the height of a tower to accommodate an additional wireless carrier and about related next steps.
"The owners of the monopine located at 100 And 23rd Emission Road are currently planning to raise the height of that tower, to accommodate an additional carrier," the City Administrator said, adding that the tower owner or their agent will next begin the permitting process. Staff also reported that a hawk had been seen on the monopine recently, which would require investigating whether the bird has a nest before certain work proceeds.
Council members asked whether raising that monopine would improve coverage for specific neighborhoods, including Royce and Hunter's Ridge, and staff said they will examine the exact coverage impacts and follow up. The administrator also said the city is coordinating with carriers about other candidate sites in far-southern Leawood.
No permit application or final decision was recorded at the meeting. Council members expressed constituent concerns about coverage and asked staff to provide further detail at a future meeting or through follow-up reports.
