District reviews proposal for new park tied to 165-unit affordable senior housing on Plaza Drive

General Manager Stephanie Stanley presented an informational proposal at the Highlands Ranch Metropolitan District's Feb. 18 study session for a potential park adjacent to a proposed Shea Properties affordable senior housing development on Plaza Drive.
Under the concept Stanley described, Shea Properties would build a 165-unit affordable senior housing project and donate approximately two acres of adjacent land for a new park. Shea would construct the park and the District would reimburse construction costs, initially estimated at $2.3–$2.5 million; Stanley said funding could come from the General Fund balance. Ongoing maintenance costs and accessibility details will be evaluated and presented at a future meeting.
Board members asked questions about project costs, long-term maintenance obligations, accessibility, parking and the county approval process for the housing development. Stanley noted the General Fund balance currently exceeds policy minimums and said staff will more thoroughly review maintenance estimates.
Stanley characterized the presentation as informational and said staff will return at the board's next meeting seeking direction on whether to move forward; no formal action was taken at the study session.
