Finance staff outlined new billing platform, fraud controls and a 10-year forecast

Director of Finance and Administration Tiffany Hooten introduced the Finance team and summarized the department's core responsibilities at the Feb. 18 study session, including budget and financial reporting, a 10-year forecast, the Capital Improvement Plan update scheduled for 2026 and customer service for utility billing.
Hooten said the Customer Service group manages water and wastewater utility billing for approximately 30,000 homes and reported successful implementation of a new billing platform that has increased electronic payments and grown paperless billing. She said the District works with PFM as its investment advisor and uses Greystone Technologies for IT services.
On internal controls and fraud prevention, staff told the board that while fraud detection is not a fixed percentage of duties, reconciliation and transaction reviews are used to detect anomalies; Hooten said staff have not experienced internal fraud and described external attempts that were stopped, including a fraudulent vendor request to change payment information and altered checks flagged through the District's positive-pay system.
Director Kinkaid asked about fraud prevention responsibilities and Director Jones asked about the District's posted Capital Improvement Plan; Hooten said she would review the website posting and ADA-compliance of the CIP and said an updated draft of the 2026 CIP is expected later in the year. General Manager Stephanie Stanley said the publicly posted CIP provides a high-level summary and does not include asset-level details.
The board thanked Hooten and her team for the presentation.
