Highlands Ranch Metro District to propose small director-district boundary changes to rebalance populations

General Manager Stephanie Stanley told the Highlands Ranch Metropolitan District Board that staff is proposing three minor adjustments to the director-district map to bring district populations back within the district’s 10% deviation target.
Stanley said the current districts were adopted in May 2005 and, because development over the past two decades has changed housing patterns, staff used housing-unit counts as a proxy for voter population and identified imbalances that justify modest boundary changes. She said the proposed adjustments are intended to keep neighborhoods intact where possible and would not affect current board members, services, or voters; the changes would only alter residency eligibility for future candidates. Stanley outlined a public communication plan that includes website and social-media postings and a notice in the March Messenger, and said Board adoption is anticipated in April.
Board members expressed support for the proposal’s goal of improved representation and balance. The board did not take a final vote at the study session; Stanley said the item will move toward the Board meeting schedule for formal action.
