The Highlands Ranch Metropolitan District board approved a series of routine actions unanimously and held a public hearing on the 2025 revised budget, 2026 proposed budget and proposed 2026 mill levy that drew no public comment.
On motions recorded in the meeting: the board approved the regular meeting minutes for Oct. 28, 2025 (motion by Director Eric Rysner, second by Director Andy Jones; vote 7–0). It received and filed the 2026 Budget Workshop minutes for Nov. 7, 2025 (motion by Rita Salcedo, second by Eric Rysner; vote 7–0) and the Nov. 19 study session minutes (motion by Andy Jones, second by Steve Kinkaid; vote 7–0). The board approved the business agenda (motion by Rita Salcedo, second by Andy Jones; vote 7–0) and consent business items HRMD-25-158 through HRMD-25-161 on a motion by Eric Rysner, second by Rita Salcedo (vote 7–0).
Chairperson Renee Anderson opened the public hearing on the budgets at 7:24 p.m. (motion by Andy Jones, second by Rita Salcedo) and closed it at 7:26 p.m. (motion by Eric Rysner, second by Steve Kinkaid); no public comments were recorded during the hearing. The meeting was adjourned at 7:35 p.m. on a motion by Andy Jones, second by Eric Rysner; vote 7–0.
