Board amends city manager and city attorney contracts to align with ICMA guidance

Following an executive session on terms of employment, the Hot Springs Board of Directors voted to amend the professional services agreements for the city manager and the city attorney to align section 12(e) with ICMA (International City/County Management Association) recommendations.
Director Karen Garcia moved the amendment and Director Trustee seconded. The roll‑call vote yielded ayes from Directors Garcia, Trustee, Holiday, Dobbsmith and Mayor Pat McCabe; Director Phyllis Beard voted no and Director Dudley Webb recorded an abstention, which Webb said reflected insufficient time to process the materials.
City Attorney clarified the motion referred to changes reflected in a marked‑up copy circulated to directors. The board approved the amendment as a personnel and contractual action to update employment terms in line with ICMA guidance.
