Metro District, Douglas County refine reciprocal license agreement; county expected to consider revised text in December or January

Director of Public Works Ryan Edwards updated the Highlands Ranch Metropolitan District board on the Reciprocal License Agreement (RLA) that would allow the Metro District and Douglas County to perform routine maintenance on each other’s assets with notice and consent rather than separate agreements.
Edwards said the RLA was developed jointly by Metro District and county staff and was previously declined by the Douglas County Commissioners because of a misinterpretation about its purpose. Metro District and county staff made minor clarifying edits that did not materially change the intent, and county staff now support the revised version.
Edwards said the document is expected to go before the County Commissioners in December or January and that staff will provide advance communication to Commissioner Van Winkle to help clarify mutual benefits. No further board action was required, as the RLA had already been approved by the Metro District.
