Director of Finance and Administration Tiffany Hooten presented the 2026 proposed budget, outlining special revenue funds, capital projects, the utility fund and alternatives for staff requests. The board provided specific direction: support a mill levy of 12.25, adopt the fees recommended by staff, approve the proposed average pay and benefits increases, and support all budget requests except a proposal to add event chairs at the Mansion.
The guidance was provided during the workshop discussion and was not recorded as a formal roll-call vote; minutes state that the board "provided direction for staff." Staff also presented alternate budget scenarios and requests that will be incorporated into the next budget draft for board consideration.
