Metro District to seek consultant for Fly’N B Park shelter after survey shows split public support

General Manager Stephanie Stanley recommended the Highlands Ranch Metropolitan District issue a consultant RFP in the first quarter to design and cost a replacement shelter and site improvements at Fly’N B Park, telling the board that the existing house has substantial structural problems that halted renovation plans in 2010.
Stanley said most construction on the house took place in 2009–2010, stabilization work occurred in 2014, and about $650,000 of the original fund remains restricted to Fly’N B Park. A widely distributed public survey collected 660 responses, with 54% of respondents selecting renovation; staff cautioned that survey respondents may not fully understand the interior condition or total cost of renovation.
Stanley recommended pursuing a shelter-focused consultant engagement to evaluate a concept that could honor the property’s history while meeting park needs and to identify additional funding if costs exceed available restrictions. The Board provided consensus direction to proceed with an RFP focused solely on the shelter option; staff will return after consultant selection to request appropriation and present refined design and cost information.
Board members emphasized the poor interior condition of the building and the need to communicate costs and limitations clearly to the public as the district moves forward.
