The Franklin City board voted unanimously to hire Clifton Larson Allen (CLA) to prepare a Public Service Commission water rate case study and authorized a contract not to exceed $9,750.
Danielle, a city staff member who presented the proposals, told the board she had solicited bids from three firms'Ehlers (financial advisor), Baker Tilly (previous city auditors), and Clifton Larson Allen (current city auditors)'and recommended CLA. "Not only is it cheaper, but provided the fact that CLA has been our auditors for the last 5 years, they already are the ones that do our PSC report," Danielle said, adding CLA already holds most of the documents needed to prepare the application.
The recommendation to hire CLA reflected both cost considerations and continuity: Danielle said CLA's past work on the city's PSC reports would reduce the additional work and time needed to assemble records for the cost-of-service study. The board discussed contract language and agreed to use a not-to-exceed amount of $9,750 in the city standard form.
A board member asked whether the engagement would give residents direct control over any increase; Danielle and the presiding officer explained that CLA will prepare the application and the cost-of-service study but the Public Service Commission ultimately determines any change in rates. Danielle said the likely test year for the study is 2027.
The board approved the motion to engage CLA and authorize staff to proceed with the contract and scope of work; the motion passed unanimously. The meeting then moved to adjournment.
